GST Lottery offers between Rs 10L & Rs 1 Cr : Govt Plans

Under the GST regime, the government plans to introduce lottery offers between Rs 10 lakh and Rs 1 crore to motivate customers to take bills at the time of making purchases.

John Joseph, member of the Central Board of Indirect Taxes and Customs (CBIC), said that every bill under the Goods and Services Tax (GST) regime would give customers a chance to win a lottery and that would serve as an encouragement to pay the tax.

“We have come to a new plan of the lottery system. Every bill under GST is considered to be a money-winning lottery ticket. It will be going for a draw and the price is so high that people would think I have a chance to win Rs 10 lakh or Rs 1 crore by not saving 28 percent tax. It’s a about changing the consumer behaviour. ” Joseph said. According to the plan the purchase bill would be submitted to a platform and a draw would be held automatically and the winners would be informed.

Chaired by Finance Minister Nirmala Sitharaman and consisting of state counterparts, the GST Council will review the planned lottery scheme.

The Council will also decide the minimum billing amount which would be included in the lottery scheme. According to the proposed plan, the money for the lottery will come from the consumer welfare fund, where the anti-profiting receipts are transferred.

The government is considering various options in business-to-consumer deals including lotteries and encouraging QR Code-based transactions to tackle leakages in GST revenue,.

The Government has set up a committee of officers to propose measures to increase collections of GST Revenue. The panel has been given charge for suggestions on systemic changes to GST, including checks and balances, to discourage misuse and increase voluntary compliance measures.

In addition, it has been tasked to provide suggestions on tax base expansion measures. The committee, which made a presentation to the GST Council on 18 December, recommended that the excluded list be pruned for resource raising.
